It's a bad pic but everything on the tag looks fine to me. What are you questioning?

That's because the car is from the Lynch Road plant and that's what their tag layout looked like.

Lynch Rd tags are indeed wacky compared to the "standard codes in a row" tags at other plants.....need a PHD to read those!
