I am attempting to remove old valence by using spot weld cutter. It appears to be attached underneath the tail light panel. How do you remove it without damaging the tail light panel? This is my first attempt at body repair so I'm kinda in the dark here. Any help/ advice appreciated.

Well, you don't.  :(
Unless you can fit in the trunk & have a special drill to get them from the backside. You'll still have 1/8" holes in the tailpanel when you're done if you can do it that way.
Whether from the inside or outside, the holes will get filled when you mig them shut as you weld in the new valence.

Darn, was hoping it was going to be easier to remove.  the left side of mine is pushed in at the crease at the top of where it joins to the left corner, and its causing the bottom edge to bow out so the edge doesn't match up with the corner piece.  Hate to have to cut the whole piece off just to fix a small dinged spot that is actually hidden behind the bumper.  But the loose edge bothers me.  The metal is actually fine, no rust etc.  And don't know any good body shops around here that actually hammer out dents, most just replace panels these days.
