If I am understanding your question right, the lower steel part of the inside of the doors should be interior color.

Generally a non-Mopar resto shop will make that mistake

It would be cool to log the color combos that did not get the extra paint treatment and the ones that one would think did, but didn't.

I have seen T3 and T5 with tan interior with no additional paint on the inside, factory.

F3 with green interior with a darker green paint in the doors.

Jim, there were only 6 "upper door frame" colors for 1969   For a Charger you would only see the lower door painted this color
B7 blue
F8 Green
R6 Red
T3 tan
W1 white
X9 black

These were the only colors regardless of exterior color.

For example if you had a B3 light blue exterior with the C6D blue vinyl seats, the upper door frame color would be B7 NOT B3

F3 light green exterior with C6G green vinyl seats would get F8 NOT F3

They refer to it as the upper door frame color because on other B bodies that did not have an upper door pad like the Charger, this area was painted the interior color......

I see the paint on the interior side of the weatherstrip, up to and under part of the door pad as well.

Thats the paint break line on a Charger Jim

On a car without upper pads the while top will be painted (and not have holes for the panel retainers)

Looks like someone painted those door panels black right on the car! (green under the armrest chrome)

Not necessarily true, the lower door frame is the same color as the upper door frame AND the dash frame, EXCEPT an ALL white interior cars. Then the door is white and the dash is black

Here is an example...
