It's definitely a zero, look at the other zeros near the SPD.

The VIN sequence is either 116254, 116354 or 116454.

Both 116254 and 116354 would definitely be in 70 Charger VIN runs.

116454 could be on tail end of 70 Charger VIN run or early in other B body VIN run.

The car is already flagged in the 70 Charger Registry should it miraculously re-emerge.

Agree 925, the slant bar on the 0 is steeper than what the number in the SPD has.
