I live in Queens, NY and want my 1970 Charger 500 numbers matching 2 barrel 383 rebuilt by a reputable shop. I already have an Edelbrock Top End Kit and Harland Sharp Rocker kit to install. I've spoken to B&B Automotive in Oceanside and he ballparked me at $2500 to $3000 plus an additional $800 for Dyno break-in and tune. Any recommendations out there?

3k parts labor and taxes is going to get you low comp junk pistons, and resuse just about everything else. What are you trying to accomplish

That estimate was to re-use my stock crank, pistons and rods. I am just looking to clean, magnaflux and rebuild with the addition of the Edelbrock kit which includes heads, cam, gears, chain and intake. I am topping the heads off with the Sharp rockers.

So you are supplying the parts, and for 3k, they are slapping rings and bearings in it? Oh my. I dont even know where to start with this. I guess the beginning. You have a 50 year old engine and are confident the bores are straight with no scarring and origonal pistons are good for reuse? The labor you are going to spend to mag, shotpeen, and rebuild a set of rods, you can spend less on a new set... same with the crank- i can almost gaurentee, your quote is going to double or even triple once they get you in the door... all of your quote will be used up and you will get a call saying its all apart and has been inspected,  it needs bored, crank needs cut, rods are shot. Then you will be mad and want a cheap set of pistons and they will slap the advertised 10:1 pistons that are really 8:1 slugs. It will be bored and "new" but it will dyno at a whopping 250 hp and you will be out 10k between your 2k parts you have already bought, the 3k they use to dissassemble and inspect, and then another 5k in parts and rebuild labor.
    Dont mean to be abrupt and harsh, but your same story starts on this site several times a year and they never learn.
     Want my honest opinion? If thats the numbers matching engine, bag it and tag it, put it in the corner. Get another block to build, get a stroker rotating assembly- will cost you 2k shipped for crank, rods, pistons, rings and bearings for whatever you want from a 438 to a 572. Ditch the eddy cam- its garbage. Match one to the build and remainder of the car.

So what exactly are you asking here ?
If it's OK to chicken-ball Hone the holes and add rings ? or spin up the wee-83 under the new Eddy Head/top end kit using the 50 yr old Connecting Rod Bolts ?
because....
it doesn't matter what it costs ?  probably a recipe for disaster down the road.

The theory is all fine & dandy...
you know, just do the whole Taxi-Cab type re-ring job on the 383 bottom end then ADD the Eddy top end kit...... "whoaaa looki there"
The reality can often be ....
whoopsie-daisies, I guess maybe those parts were a little more wore out than I thought ?

GET IT DYNO'd if you do go that route !
