column to floor shift conversion

I am in the process of putting my "1972" b-body column back together after converting it from column shift to floor shift, with the kit from Tony's Parts.
There were no instructions.
So everything is back together but I am curious as to why the key lock lever does not go in to return position on its own. I had another floor shift column from 1974 apart already and noticed this spring in the lowest collar that connects to the housing. Is that the return spring that I am missing for the conversion? The 72 column did not have this spring, but it also did not have a key lock.

Here they are installed in my 72 column which I am using in a 73 charger Gen3 Hemi project. I did not include the bumper due to the fact I could not get the lock to move smoothly over it. So it has the Clang sound when the key lock snaps back.
Be aware this spring is needed if you are doing a conversion. As of yet I have not found a place the purchase one.

This is the column with only the middle collar attached, see the small hole in the housing that is a provision for this little spring.
