Always going to be a "fee" with a tracking device. In order for it to communicate means it is using data like a cell phone, any device like that will have a sim card and thus a data plan from a cell provider.

Put a 4 speed in it. A lot of morons can not even drive them now days.

If you require GPS tracking, I dont think you'll find any that are free.  Cheapest thing I could think of, would be adding a device with Data to your cell phone plan, and hiding that in your car.  Verizon has these watches for kids called "gizmos" they can make and receive limited calls, but can also be used as tracking devices (so parents can see where their kids are in real time).  I think it was around $10 a month for that on our cell plan. Downside is battery life for your situation, unless you hardwired a charging port and left it plugged in at all times.

What about the old fashioned ignition switch trick? Can easily hide it where nobody would find it.
