Ram Charger door pressure

I have a '72 Charger Ramcharger hood and the little door ain't workin' I have 15psi (20psi reving) from engine. After going through can, in to the car, through the switch and back out to the the door actuator 8psi (13psi)...Is that enough?

I tried it return spring on/off no difference. If I give the door considerable "help" it works fine.  The 8/13 psi is same for each side with the switch on/off and I confirmed when the "open" line has vacuum the "closed" side is at "0" and vice versa

All new parts, most from PG classic including actuator

I figured it out, bad (new) actuator. It's bypassing internally
