Parking Brake Questions

Is there a return spring to make the parking brake pedal come up when it is released? I don't see any spring on my pedal assembly or on the cables under the car, (my manual is order!)

On every car/truck I've worked on the spring is in the rear brake on the cable. If you disconnect the cable the pedal falls forward. If your pedal won't stay up the cable is rusty and the spring won't pull it back.
