New member from Italy with a (dumb) question

Hello guys!
My name is Enoch, 39yo from Italy, but very soon I am going to move to US.
I hope this is the right place to post my question, cause I was not able to find the right section (if I have used the search option in the wrong way, I apologize)
Anyway, my partner (an american girl) has a nice 70 Charger that belonged to her brother. The car is resting in a garage for 15 years. I havent seen the car yet, but according to her the car was in almost perfection conditions last time they used it.
I know this is a "1 bilion question" but I would like to know, with a good approximation, how much might it cost to service the car and make it run again, while I gain the money to do a better restoration.
Tires, brakes, sospensions, battery and some love to the engine-transmission are the first things that come to my mind:feel free to add other and your opinions of course.

15 years?  You're going to have to see the car in person, because depending on how they stored the car will determine how much work is needed to turn it on again.  Just to get the car running you will need a battery, fresh fluids, filters, gas, etc.  that's assuming that mice or other critters haven't destroyed the wiring, of course.  

IF you get the thing to turn on you'll then need new tires, brake fluid, etc, if you plan on trying to drive it.  Was this a garage that was properly sealed, or did the roof have a hole in it that has allowed the elements to come in and destroy the car's body?  Again there are too many variables to consider to give an idea on the cost of resurrecting this thing.  You need to see the car in person.

This is a rhetorical question but I'll ask it anyway-why do people leave cars like this to just rot to death in isolation?  What a waste...

Where in the states is the car located?

Climate has a lot to do with what condition the car will be in.

As does the type of building it was in.

I just pulled one of my cars out of the barn after sitting for 14 years.

A good, hot battery and some fresh gas and it fired up and ran.

The car is in Nebraska into a "dry" garage. She told me they pay to rent that space, so I am guessing it could be a car shop, a dealer or similar. Since I havent seen the car nor the place, I cant give more details.
The family has stored the car after her brother died, I think none wanted to use or sell it (to respect his memory).

I dont have any pics for now, but I want to see the car as soon as possible once in the US. We will need a 2nd car, so i would like to know if i can bring the Charger back on the road or if it is better to buy a used car.

La mia famiglia è da San Pietro Avellana.  Benvenuto da Colorado.

You will want to completely flush all fluids, change plugs and battery, and then try to get her started up.  If it doesn't start, chances are it is electrical.  These cars are very basic - fuel, air and spark and they will run.  For safety, you will want to have the suspension and brakes checked and replace anything necessary.  That should get the car road worthy.  Then you can fix it up the way you want as time and money allow.

There are a lot of helpful guys here, so post any questions and we can help!

Grazie Dan!
My goal is to restore the car (with time, money and patience), not only as a tribute to my girl's brother memory, but also cause I love the Charger.
But for now, to start with, I was thinking:
3000 $ for engine, trasmission, gearbox, fluids, filters, battery, etc
1000 $ for brakes and suspensions
800 $ for tires
1000-1200 $ for anything else it might happens while we start to service the car

I dont really care if the engine will have only 100hp or the body and interiors look bad
I just need the car to work in a decent way, start up drive and bring me back home ;)

I addition to the above about changing fluids - also take out the spark plugs and squirt a little oil in to the cylinders.  Then put a breaker bar on the crank and manually rotate it.  This is in case a piston ring is stuck after sitting.
