brake problem, but no leaks.....vacuum booster problem?

I've been having a tiny brake problem since I've owned my Chrysler.

I've replaced the front brake hoses, and the master cylinder. I've checked both slave cylinders on the drums, and they're fine.

there's a slight "whooosh" sound when I step on the pedal, and the pedal goes through about an inch of travel before the car starts to slow down.

think there could be a problem with the vacuum booster?
