Hemi intake ????

When I purchased a 426 hemi intake only 1 of each of the monting holes for the carb return springs was threaded.  The other hole is unthreaded and has a milled flat on the top.  At first I thought this was something somebody did to this particular intake but I've since seen other intakes the same way.  My question is what goes in this second hole?  I was going to helicoil it to match the other bolt hole but if this is the correct way the intake should be I dont want to alter it.  Just curious how its set up.  Any help?  Thanks
