As for prices in Canada, here's a representation of the 3rd Gen Chargers selling in Canada. They are either like these below, or $20,000 to $40,000

I love 3rd Generation Chargers. 1972 is the last of these great car.  73/74 Chargers and up, are yuck.

If u needed to sell it after u bought it for 13k could u recoup some of the losses on it? I would say NO u would end up having to sell it for 5k.  For a 3rd gen to command that much it needs to be nearly restored and everything works.

1) It appears everything is restored on the car
2) There is no way you'd ever find a running driving Mopar in Canada with the body work and paint completely done for $5,000

To show #2, I've got my Dart listed at $7,500 and I've got 5 people lined up just waiting for the snow to disappear so I can bring it out and sell it to them. They all contacted me in the first 24 hours of my ad going up. And my dart is not as nice as that '74 Charger.

A fully restored '71 or '72 Charger sells for around $20,000 to $35,000

With those prices/availability I would be thinking about U.S cars.
Remember, you have the cash & the other guy has the car.
He wants your cash more then you want his car.
Meaning you got the upper hand, in other words.. don't pay 13k for a 73 charger. lol
