65 Valiant rear adjuster lever not touching star wheel

I looked at some other posts here similar. But I don't know if it's different on an A-body. I've got a 65 Valiant which I'm redoing all the brake shoes on. It's got 9 inch front and rear. I'm working on the rear now. This one is different than any I've done in that instead of the nails that hold the brake shoes on it has a clip that hooks into a spring. And there is no anchor pin plate and apparently the parts book shows there wasn't one used on a Valiant. I didn't take one off either. Both the adjuster cables were broken. So I put new wheel cylinders, shoes, springs, adjusters and automatic adjuster cables. I did everything correct and everything was put back on in the right place that it was taken off from but the adjuster lever doesn't actually touch the adjuster teeth. It sits in front of it so you can just ratchet the adjuster wheel either way without have to push the lever out of the way. Is the lever actually suppose to sit in one of the wheel adjuster teeth? I'll have to post a photo. I forgot to take one today.
