i was gonna do the same, but was told by a few shops the clear coat would start cracking on the stripe after time

If you want to clear the stripes, I would paint them on. Vinyl stripes move with temp changes making your clear crack.

Your "Paint guy" needs a refresher course in auto painting.

I've seen a lot of his work , all A1 show quality but I'm in Australia and he hasn't dealt with the thick original 3m stuff( performance car graphics) off US cars  the stripes on Aussie cars are a lot thinner material or painted

The material used to paint over is not the same as the stripes.  You can't paint over them without asking for trouble.  If that painter insists that's the way it's done then I would insist he do it on his own car while I looked for another painter.

Paint > offgassing > sand > more offgassing > buff > install stripes.  That's how it's done and there's no reason to mess with a formula that's been working for decades.

Extraordinary claims require extraordinary evidence.

Bad idea.  You will definitely be sorry. You're the customer. He may offer suggestions but in the end it's down to you. You get to tell the painter what to do not the other way around.
