I notice on 69 Chargers that they have a cover over the tail light assembly as shown here http://www.futureclassicsnj.com/Cars/1969ChargerGeneralLee_trunk3.jpg Did the 68 Charger have these from the factory too and if so what are they called?

Not as far as I know. However you could use 69 one on 68
