I asked what the vin was or was it a special car and he got rude and said "hey look guy, I'm busy" and hung up on me.  So, I flagged his ad as spam and suggest we all do.  He's trying to rip someone off.

He probably was busy.  He's likely wondering what scratch tickets he should buy when he finally sells that thing.  You have to invest your money carefully after all and obviously he is no investment dummy.
