Adjustable perportioning valve

Using a Wilwood perportioning valve in the rear brake line to balance the brakes. Is it normal for the petal to get harder as you increase the amount of limiting to the rear brakes.  Attempting to adjust so the fronts lock up slightly ahead of the rears, when at maximum braking.

I would think so.

in my experience the pedal pressure stays the same but less fluid pressure is transmitted to the rear brakes

Never had an adjustable one so I can't say really, it just seemd like it would require more pressure as the orifice to the back became smaller.
