sounds iffy ,

 that kind of dough  , cant even hear the motor run !!  let alone drive it    
 thinking  once you get it home  , stick a carb on it no telling  what the motor could be like  ,  rod knock ?  or worse ?  who knows !
 this is Tantops  own personal view    ,  not the view of dodgechargerdotcom    

could take a carb with you i suppose to try the motor  , before parting with cash

The missing title would be the single biggest issue to me.  I could do without the Chevy hood scoop and the Puddle of Mudd scribbling on the console but those can be fixed.  No carb and no title.  C'mon really?
