WIW, tic-toc tach?

Guy down in Tampa has a tic-toc that I'm pretty sure has been sitting outside in his car with no windshield.  What's a fair price for it (It's visually fine, but he has no idea if it works), and is this a restorable item or should I look for a good repop/refurb somewhere?

They can certainly be refurbished but as for a fair price, I don't know.  If it has been exposed to the elements like you say then chances are high that its a mess internally.  I wouldn't offer any more for it than you would be willing to pay if you were only buying it to hang on the shop wall for the cool factor.  In my case personally that wouldn't be more than 50 bucks maximum.
