wipers wont work

Hi again guys, now my wiper issue. I bought a rebuilt motor installed it and couldn't get it to do anything so I return it and get another one (RockAuto was great about returning it), now this one will turn a little (I don't have wiper arms connected), maybe a quarter turn then stop. When I turn the wipers off it goes back to park just fine and that's all I get...

What in the world am I doing wrong? I know I'm an electrical moron  but am fairly intelligent and have descent reasoning powers but this (and my horns), are kicking my butt!

2 or 3 speed?

two speed.  I have decided that I'm going to put in a new dash wire harness but I'll have to line things up first - get gauges restored, restore the heater/AC core, get a new dash pad etc., then if it don't work I'll just sell it

There are 2 different 2 speed wiper motors. 1 parks by itself, and the other doesn't. It's a 1 or 2 year deal I think, and without hooking it up you won't know which one it is. Make sure the switch is properly grounded as this makes a huge difference. What year is your car?

Charger is a 73, SE.  The motor does turn when I turn the switch on but it only turns about 1/4 turn and stops, when I turn it off it goes back to park.
