I was browsing craigslist, and came across this;

Is there anyway to make that function on a smallblock or bigblock mopar engine? If so, what all would it entail? The price is almost too good to pass up.

you would need a whole new set of brackets & pulleys etc to make it work + fixing the whipple but yes it could work

also a way to mount it to the engine...   like an intake manifold...     I have thought about it myself...   turn the pulleys on my lathe, machine an existing intake on my mill and bolting one up...     just takes time and money
