I think the camera was tied to a balloon and just floating around randomly filming.

So how about the blow by blow?   White car wins, dark car upset, back hoe is referee, white car ends up in stand off with police but gets to race again?
Please fill in the blanks. It's dark and the camera is a little shakey.
