HELP avs carb question ?

I have a 68 or 69 AVS carburetor that I am going to re-kit to use for a test stand motor. The base has the 2 air mixture screws removed and plugged off. Is this a factory thing or did someone do a home repair job?. It has a single screw just above where these 2 are. Is this where the mixture is controlled ?. Do I need the 2 mixture screws or will it run ok without them ? I included a pic to help out,,,,I just figured I would ask the mopar experts before going any farther on this.   Thanks ,,,,,,,,

Behind those plugs are the idle mixture screws.  They were preset at the factory and plugged off for emission purposes.  The other screw is to allow a limited amount of adjustment.  If you pop out the plugs, you can access the mixture screws.

I thought it was the opposite , , they were plugged from the factory  but with a fixed restriction behind the plugs & the upper screw is a air bleed & as you open the air bleed it decreases the vacuum at the fuel feed leaning the mixture so the plugs should be left in place

Well, you'd be the last guy I'd argue with Neil so now I'm second guessing myself  :P.  I thought there were screws behind the plugs.  What application is that AVS?  Is there a list number on it?

Looking in a Chilton manual, I found an AVS similar to that but it doesn't list the application.  It's a little of both.  The single screw is the idle adjustment (counterclockwise-rich/clockwise-lean) and behind the plugs are idle limiting screws that it talks about adjusting with an exhaust gas analyzer to get the air fuel at 14.2 at idle.
I'd leave the plugs in place too.

Ok, I will try it with them in place 1st. Parts man told me the numbers cross over to a I think a 68' 383 or 440 chrysler application. I have another AVS that is from a late 68' New Yorker 440 and it has the 2 mixture screws showing but is missing the 1 up above.
I drilled the base plate of the plugged off AVS to mount up to an early 348 intake to test run.
