How much of a job is it to rebuild a Holley carb. or set it up for  E-85 ? I know for alcohol you need a special kit for it..

Holleys are easy to rebuild , you want different needle & seats without rubber for the E85
tuning is another aspect , you need to work through the steps in the right order to get it set up correctly .

When you say "steps in the right order" is tuning a PIA ?

no but it is a process , if you set up the accelerator pump & then find out the floats are too low , you will be starting over for example
