Where does this belong? + wiper motor spacer

I have repainted the engine compartment on a 68 Charger and have lost track on a couple of things.
First- what is correct mounting side and direction of the wiper motor spacers (see pic)?
Second- where does the three finger wire loom/retainer go (same pic)? I know is belongs under the dash or in the engine compartment.

spacers go into the wiper motor grommet from the bottom side
(long side goes in first )
clip is similar to but different from the clip on the back side of the alternator.

they one you show looks more like on from the drivers side inner fender on an A-body
