Wiring a horn ('69 Charger)

The car has a steering column from a '69 Coronet, and I believe the steering wheel is from a '68 Charger (it is the same as the one in this picture).

Currently there is no wiring for the horn at all, nor is there a horn at all (but the horn relay is still there).

The thing that seems strange to me is the black wire (it is connected to a quick-disconnect tab) beneath the steering wheel's padded center "button", is a solid ground (it shows perfect continuity between it and ground on my multimeter). With that being a solid ground even without the horn ring being pushed in, wouldn't the horn be on all the time if it was hooked up? It seems to me that that black wire should be open (i.e., no continuity with ground) until the horn ring is pushed, at which point it closes/completes the circuit to ground.

So in my '69 Charger service manual, the wiring for the horn has power (from the battery terminal of the alternator) going to the center tab on the horn relay, and then the horn relay's top tab goes to the horn(s) and back to one of the terminals on the bulkhead connector; and the bottom tab of the relay goes back to the same terminal on the bulkhead connector. However, in the diagram (which said it was for all models except Hemi engine), the part for the horn had dashed lines indicating where the wires ran, and then at the bottom of the page it said the dashed lines meant it was for Coronets only (and I couldn't find any horn wiring diagram specifically for a Charger). So I'm wondering if having a Coronet steering column & wiring is going to cause a problem.

So assuming anyone managed to follow all of that; how should I proceed?

I fixed the problem of the black wire on the steering wheel being grounded. It was being pinched. So now the horn ring works as it should. I temporarily hooked up a 2-terminal horn that was laying around (the wire from the horn ring connected to one terminal and the other terminal connected to power) and it worked when I pressed the horn ring.

Now I need to know if the original pair of horns on a '69 Charger were 1-terminal or 2-terminal horns. Also, I think my horn relay may be dead; is there any way to test it?

Assuming the horns are supposed to be 1-terminal horns that are grounded to the chassis via their mounting brackets; is this wiring correct?

I guess I can go ahead and answer that now, and the answer is yes. The horn relay that was already in the car was blown, but I put a new one in there; along with wiring everything like the diagram above (using the stock pair of single-terminal Sparton horns from a mid-'80s Dodge Ramcharger); and everything is working correctly.
