what would cause a constant charge on an ammeter gauge?

I have a brand new battery that has been fully charged and ive tried a new 78 and 60 amp alt with basically the same +5 to +20 amp reading on the gauge while driving.

Did you try voltage regulator? What voltage do you have at the battery with vehicle idling?

And what kind of regulator? I'd assume one of those constant charge race application regulators would do that.

If you have extra accesories or relay upgrades taking power from batt, will do that

new stock volt regulator from oreillys auto parts.
no wiring mods done
volts at battery is 12-13. i dont think i checked it when it was idling though.
im not using any accessories.
