one of my headlight vacuum actuators is not returning.
can it be disassembled and repaired?
if not, where can i order one?

You can't repair them yet, but I would make sure you don't have a vacuum leak before getting
another one. They seem to sell for good money on Ebend, I don't see them for sale anywhere
else maybe at a swap meet.

They are easy to test.  Hook a section of hose to the open side of the actuator and use a hand vacuum pump, or simply suck on it, to see if it retracts.  then place the hose on the close side.  Do the same and see if it extends.  just make sure the door isn't catching on anything when its trying to go up.  If you end up needing an actuator let just PM me I've got a pile of them.

Just one other thing to check.  The connection between the door bar and the actuator rod end should be checked.  This connection should be slightly loose and have lithium grease to allow for the pivot of the door. If the grease is old and hard, lots of dirt or this connection is too tight will also cause door issues.
