I am considering replacing my dash frame.  I would like to repaint the replacement and install into car and swap over components  one by one as I refurbish them.  I will need to swap over the VIN #. Question, (it`s a numbers matching car)Is this a good or bad idea? Do they sell original rivets for the VIN tag?  thanks

Yes, they sell repro rivets.

Any reason why the original can't be repaired?? Is it rusted, or...?

I agree with Bill, use the original if you can, especially on a numbers car. Removing the VIN looks fishy, and new rivets would raise question if you planned on selling it.
