LL stamping on engine block

Hello, this is my first post. I am on several other forums and they are all fine but this one seems to cater more to the "nuts and bolts" of these cars. My Charger has been in storage for 10 years. I bought it as a car with "surface rust" and no engine. I discovered that the seller's definition of "surface" and mine are quite different. It needs quarters, trunk, and maybe more. It was a 383 4-barrel automatic with dual exhaust, electric windows, chrome console, A/C, GGI green with green interior, but not an R/T.
A couple of weeks ago I traded for a 383 short block. Once I got the pistons and crank out, I saw that it had been bored .040 over (I plan to go with a stroker kit) and the block number was correct for a 68 383. The build date was 2-26-68. Here is the mystery. above the block number on both sides is stamped "LL." I've been told it means low compression. I asked why two 'L's, and they didn't know. Is this correct? One more question for now. I am undecided as to whether or not to put the A/C back on. Some of the components are missing, extra cost, and it will be a "street" machine. I've been told that if I leave the A/C off, I have to go with non-A/C pulleys which makes sense. But could I use A/C pulleys even if I didn't go with A/C in case I changed my mind later or do I have to go with one or the other? Thanks a million. I do not know what I am doing but enjoying learning as I go.

I don't know about the block stamp, but you can use any pulleys which line up properly and you can find a belt to fit. There is no problem at all using A/C pulleys if you can find a belt to go where it's needed.
