How many clips are there supposed to be?

The bag I had them in spilled and I could only find 4, but there looks to be places for 9-10. I do not think I had that many, but I do not remember.

If you mean the clips that hold the 2 pieces together, mine has 13.  And four (2 each side) with screws in them.
