Put the clock under power in my new 68 charger as it was disconnected, the clock is spinning very fast, faster than you could spin it to set the time. What would cause this and is there an easy fix besides the quartz clock kit. I figure there must be a voltage regulator burned out within the clock.

clock doesn't use the 5 volt dash voltage limiter. it has 12 volts at all times.

ck for the 12 volts and if it's going to fast, you need a new clock movement

Got it figured out, There was a needle bent on the cog that caused the clock to work, straightened it out, spray lubed with slick 50 and working like a charm, the clock looks new inside and I think it probably came from factory not working, clock number 2 I cleaned the contacts and lubed it also, so far both are working great.
