Car looks new though so I'm thinking he was well ahead of the appearance of the Striped Tomato.  Maybe the producers or someone in vehicles associated with the show saw THAT very Charger first and it inspired the stripe on the Torino.

I see what you mean, almost as if the car was photoshopped onto the rest.

Follow the top of the board from left to right, you will see the edge of board running though the charger, then look on right side of board, see the edge of board running though the tail end.
The top of charger, tail corner and front tire had been added on to the billboard.
