Headliner installation on 69 Charger

I am installing a new headliner in a 69 Charger and have a question.  On the rear piece near the rear glass does the sail panel cardboard pieces go underneath the headliner or are they covered and go on top of the headliner?  The upholstery guy does not know.

How is attached at the bottom of the sail panel?

It's not attached by anything other than the one fastener. The guy I hired to install my new interior left an inch or so of headliner material at the bottom of the sail panels so when you install your package tray, it covers this excess material.

Im sorry, My question was unclear, but I think you answered it anyways. What I meant to ask was how the headliner itself is attached to the sail panel along the bottom. I can see a line of glue in the picture. Im guessing glue there and then the package tray fits over the top. I am about to take on the task myself.

You could use some double sided carpet tape to make it easier and not so messy.  Run a nice strip on the bottom of the sail panel and stick the headliner to it, then install the package tray, should be nice and neat and easy to remove if needed.
