Canada requires the same legal vin as everywhere else to my knowledge.  For sure never saw a homemade one like that before.

There is probley another  State Issued official hidden vin number somewhere or Canadian Providance equivlent of a State Issued Vin Tag. 
The dash vin was probley installed as a secondary vin to help id car . Why theres not a Chrysler vin tag there raises a lot of questions.
Red/orange colored dash you don't see that everyday  . Aside from the dash and vin issues the car looks good.
