3rd Gen Bumper Brackets

During the assembly of my rear bumper I ran into a snag.
The rear bumper on my Charger (link-pictured) http://www.retrorarities.com/Before/slides/S4019885.html
did not have bolts in the 2 most center holes. I didn't think much of it at the time but the brackets (13-66-16 pictured) don't line up there either.
That would explain why there was nothing in there, but it is odd that BOTH brackets are off by several inches.
Part numbers stamped are correct. But to make them work, I'm going to have to get them straightened.
Anyone run into this on reassembly before?

I have a set off a 74 that had all the bolts and fit ok.  If you want them pay shipping from Ca.  Was going to toss them.  Mike
