69 440 Radiator fan

I looked through the books I have on what is standard for a 69 R/T. The listing for the Track Pak says it includes a torque drive fan. My car has a solid fan with a spacer. My broadcast sheet says, FAN 15 and under the FAN Space section it has a 70. Did my car come with the torque drive fan and someone switched to the solid fan at some point in it's life?

You got it.  Your car would have originally had the 2806070 torque drive unit with a 2863215 fan.

Geno hit it.
The numbers on your broadcast correspond to the last two digits of the part number on the fan & clutch. Finding an "070" clutch at an affordable price is tough these days. Expect to pay $250+ for a used one. NOS could be $800+. Plus, given the age of the part you'd probably have to have it rebuilt. There are outside vendors that are rebuilding/restoring these clutches.
Some people are substituting the clutch that is supplied in the current MP viscous fan package, however the shaft is longer & will place it closer to the rad.
Another option, although even more incorrect, is using a Hayden short shaft clutch.

The "216" fan I believe is the same dimensionally as the "215", just a superceded part number ('70-up, I believe??).

The 215 and 216 are slightly different in size.

The 215 = 18" Dia.

The 216 = 18.5" Dia.

I find the MP clutches work fine - the shaft is longer but the point the fan bolts to is thicker than an 070 - bringing the fan back close to where it should be.

could never work out why two fans were offered almost the same  , my broadcast sheet calls for a 216 fan  ,
