It the black out for the tail panel suppose to be textured?

Maybe!  The engineering called for organasol (lacquer) or normal semi-flat paint (acrylic enamel) depending on the plant. I think it was a state issue that lacquer was a no-no. I have seen both on original cars.

The factory was basically making those taillight panels as flat as they possibly could.  Totally flat paint with a mild texture.

I'm thinking the reason was to stop glare from the sun or headlights?
