For 1969, which maker supplied the F70x14 redline tires? If both, was one used early and one late or were both used at the same time?

Goodyear was the prime supplier but Firestone tires were used as well - The majority were Goodyear - so, go with your gut.

So basically they used the supplier that could give them the quantity, price, and delivery schedule that worked best for them I suppose.

In my experience, Goodyear is much more expensive than Firestone.  Check pricing for both.  I got 4 Firehawk Indy 500's over the weekend for just over 500 bucks, with mounting and balancing.  Goodyear was in the 600's.  Plus they came out great.
