I was wondering if Chrysler allows people to send in motors for them to rebuild? I've heard that GM does that with certain parts on older cars so I was just wondering. Would it be possible for me to send my 318 into Chrysler to professionally rebuild or would it be better to have a local guy rebuild the engine back to stock 1973 specs? Any help is much appreciated.

I'd say just send it to a local guy with a good rep.  Even if you're going back to stock specs, I imagine it's easier to have the best quality parts put in than sending it away.  Also, if there's a problem, you could bring it in to the local shop for any adjustments.  I haven't heard of Chrysler doing this but they might.
