I don't know anything about the engines....what would the point of that be?

 no idea  with the screws  :shruggy:   ,  :shruggy: :popcrn:  

  but busing lifter bores to correct geometry of the block  , lifter to rocker angles , also to restrict oil supply if a solid cam or roller  ,  & quit possibly the reason it was done here was due to the broken / welded lifter bore ,

was thinking that ,  but thought  no machine competent shop would do that ,  thats a mess ,  :eek2:

This is prevent exposing the oil galley when using certain high lift cams with a small base circle.  These usually have a small hole that feeds the lifter and prevents loss of oil pressure should you spit out a lifter.   Many newer roller lifters can eliminate this by oiling through the pushrod.   He obviously has has a problem, since one of them was welded.  I would avoid.

But, but,But.....It's a Hemi? Even screwed up, they sell for huge bucks. Wonder if Skip would buy this for me so I can display it in the trunk of my junk at Cruise night?? That way, I'd finally have me a "Hemi car". :D

Last I checked, the hemispherical heads were needed to make a hemi.  A short block is just that :)
