i got a question for you what on a 400 block does 4x on the front left of the block or pass. side in vech. stand for?

Welcome to the board.

The meaning of most of the raised casting numbers/symbols on the block are well known but some are known only to those at the foundry where the block was cast. I suspect the 4X on your block falls into the latter category.
