Engine wont start....

I have a fresh rebuilt 440 that I upgraded to Chrysler electronic ignition.
Engine ran fine during the cars restoration but when I went start in last
week it was a no go. I check for spark on the coil and plugs and also
the fuel supply is good. I pulled the the #2 plug and it looks sooty.
Could the plugs have fowled from just running the car at low RPMs?

Could be.  I have a problem with carbon fouling every so often due to the fact that I have my heat cross over blocked off and the car takes forever to warm up.  Gives me an excuse to turn some wrenches on the car and pull the plugs and clean them up in my sand blasting cabinet.  Also gives the car a nice tune up too!
