Mine doesn't seem to fit right so I'm looking for any pics or diagrams of how to put the rear lic plate and light together with the bumper and back lights.
I'm thinking maybe I'm missing spacers or something since it looks like it is hanging too low and maybe that is why it wont swivel up for me properly.

I don't think there are any spacers. Mine is off the car, but I have this photo. Not sure where I got it from, it shouldn't be painted black. Does yours look like this setup? The light mounts on the bumper, not as part of the license bracket. The license bracket sits on top of the lip of the bumper. I know the photo isn't great, but it may help to see if yours is put together right. Did you take the yours completely apart?

Thanks.  Your holder is a little different design.  I do have the light holder on top and then the license holder and then the bumper (top to bottom)

problem is when I mount it like that, I dont have room to swing the plate holder up - it hits the sides of the lights.

I'll add a photo I have later if nobody chimes in, I have a '72 and am not sure if it is the same. But in the pic above there is a bar or plate that screws onto the bumper, kind of a filler that sits under the bracket do you have that part?

It's got two rubber bump stops on it, that's what the license plate holderrest against when closed.

Maybe the bottom piece in the picture.

the light is upside down pointing the wrong direction. Pic posted by E5Charger is right just that must be natural iron color, galvanized, not painted. No spacers, just the J nuts to license bracket the the bolts ( 7/16 head ) and the screws ( 1/4 head ) to the light assembly

Yup, is upside down because it's not screwed to the bumper, here are some more shots.

Backside, bumpstop not screwed in yet, has the two plastic retainers for the wire:

Here's the bumpstop from the front with the license plate up:
