ballast resister

I'm working thru electrical issues and had to replace the voltage regulator due to the entire back melting and running down my firewall.  I noticed my ballast resister is incredibly hot, to the point it would burn you.  Is this normal?

They get hot and even smoke a little first time when ballast is new
