Rear shackle body mount issue

I came to the realisation that I needed new rear shackles..  There was no rubber bushing on the upper rear, driver's side.  I took it off, and got the replacement, but the bushing doesn't fit.  I changed on the right side, and it's fine.  Seems I am missing the metal cylinder that goes through the frame rail.  WTF!    

How would I fix this?

Measure the other side, make a trip to your local steel supply have them cut tube to length, weld it in.

Looks like the hole may be a bit egg-shaped, when you install the new tube be sure to get it as close to square as possible. You might have to do a little filling if the hole is worn on one side.

I was researching a local shop and came across a question.  Is steel tube or pipe prefered?

Seamless tubing would be preferred but not critical.
