buying a Barracuda or Challenger, what gives?

One of my friends is looking for a 70-74 Barracuda or 70-74 Challenger.

He has 10K to spend on the car. Shipping excluded. He knows something about Mopar (he has a 383 Plymouth Fury).

So what condition you might expect for this budget? Big block? Complete car?

If he wants a 70 or 71 he isn't going to get much for that kind of money.  I would say you could get a 72-74 smallblock car that would be in decent driver condition.  I do not know if that helps you much.

There are some deals out there on 70s but the 71s are big cash nowadays.

A Big Block E body driver for tends to go for more than 10k.  Has he considered buying a small block car and doing a swap?

I bought one last year for $4500.00,Its a 383 magnum 4 speed Challenger R/T. Its a soild driver that needs restoration. The guy that I bought it from also had another one 383 4 speed car,but it had a 440 in it. He sold that one for 7 grand. There are still some deals out there. They are few and far between though. The problem with 70-71 E bodies,is that people have seen Hemi Cuda converts going for 3 or 4 million dollars,and now they think their rusty 318 car is worth a MILLOIN DOLLARS HAAA HAAA HAAA HAAA HAAA ( and the Doctor Evil rant continues!) HAAA HAAA HAAA!
