I am not up on the vin question since the feds changed the way vins were done in 1980. The 10th digit should be a C if its an 82 and the 8th should be the engine code.

What I can tell you is I worked for a large cab company back then and worked on many old police vehicles being used as cabs. Now I am pulling this out of my head and this was all from 25 years ago. 82 would be on the early edge of the cars we used mid 80's were used more. So I hope this is accurate for you. Ford and Chevy pretty much had one body style with Chevy using one engine and Ford 2.

Mopar pretty much used any full size body for police cars with 3 engines. slant six, 318 2bbl, and 318 4bbl. The slant 6 and the 318 2bbl were sorta slugs. The 318 4bbl did run good and with a good tune would beat the Chevy and Fords easy. We had a nice streach of straight road to test this over and over. To id them the 2bbl had its ignition module bolted to the air cleaner and failed quite often. The 4bbl units had it inside near the parking brake pedal. Also it seemed mopar put any trans behind these engines. We found both 904 and 727 in both lock up and non lock up in these cars. It seemed you could find anything in them. I don't recall finding 727's in the slant 6 cars.

If the car uses the L shaped tortion bars inspect the front end good. look for the tops of the tires leaning in. I can't remember the cause but found many cars with 2x4s wedged behind the upper control arm mountings. Back then it was fix it up make it due yellow cab is paying you. So as a whole we didn't look for the issue. We found 3 year old cars delivered to us this way sometimes.
