What does it mean when people say (seal) then paint? What is sealer and where do I get it?

It's a product you apply before paint to keep the various shades of bodywork from bleeding through. 
The type and tint of sealer needs to be selected based on the paint you're going to apply.

there is another  transparent sealer / adhesion promoter  , not used this gear for prolly 18 years  , its hardened & thinned ,  use it of any iffy  existing paint work , that looks like its going to react / pickle , supposed to stop the thinners in the top coat your painting from eating into excising paint , something like if its had many paint jobs with different types of paint !!  also as adhesion promoter ,  when painting inner parts of  new body shells &  or quickie car sell repaints :icon_smile_blackeye:
